At Encon Construction, Social Value is embedded into every project we deliver. We go beyond commitment by adopting a structured, evidence-led approach that delivers measurable outcomes across the economic, social and environmental pillars of sustainability. Our projects are designed to create lasting impact, supporting communities during construction and long after completion.

Wellbeing of Future Generations (Wales) Act

Our Social Value delivery aligns fully with the Wellbeing of Future Generations (Wales) Act 2015, the TOMs Wales framework and Welsh Government Community Benefits Policy. We focus on delivering outcomes that support long term economic, social, environmental and cultural wellbeing.

 

At Encon Construction, we take a data-driven and outcome-focused approach, capturing and reporting Social Value delivery across employment, training, supply chain engagement and community initiatives. This enables us to demonstrate clear, measurable impact across every stage of project delivery.

 

By working closely with local communities and stakeholders, we go beyond bricks and mortar delivering projects that generate meaningful economic, social and environmental value. Our focus is on creating a lasting legacy, ensuring that our work continues to positively influence communities long after project completion.

SUPPORTING COMMUNITIES

We work closely with stakeholders to deliver meaningful community initiatives tailored to local needs. This includes support for foodbanks, wellbeing programmes, youth engagement and partnerships with VCSEs organisations. Our projects have delivered tangible outcomes including installation of community assets such as defibrillators, volunteering initiatives, and targeted support for vulnerable groups. These activities ensure our impact extends well beyond project completion.

EDUCATION & FUTURE GENERATIONS

We actively engage with schools, colleges and universities to promote careers in construction. Through STEM workshops, careers events and site visits, we have engaged over 2,000 students, providing valuable insight into the industry and practical development opportunities.

Programmes include hands on training sessions, safety workshops and employability support, ensuring young people gain real exposure to the construction environment.

JOBS, SKILLS & EMPLOYMENT

We are committed to developing the next generation of construction professionals. Across our portfolio, we have delivered more than 1,800 apprenticeship training weeks and over 400 additional training weeks through structured programmes and site based learning. Initiatives such as our Build Back programme have supported NEET individuals into employment through mentoring, training and real world experience. We provide clear pathways into the industry, ensuring sustainable careers are created beyond the life of each project.

ENVIRONMENTAL PERFORMANCE

Sustainability is embedded across all aspects of project delivery. We consistently achieve recycling rates between 95–100%, diverting over 2,500 tonnes of waste from landfill and delivering significant cost savings through improved resource efficiency.

 

Our carbon reduction strategy includes Green Travel Plans, resulting in over 10,000 miles of avoided emissions, alongside commitments to Net Zero by 2050 and a 50% reduction in emissions by 2030. Biodiversity improvements include planting over 1,000 trees and supporting habitat enhancement across our projects.

PROCUREMENT

We adopt a 'Buy Local' procurement strategy to ensure that investment supports local economies and creates meaningful opportunities for regional businesses. Between 2020 and 2026, we delivered 8 Meet the Buyer events across South East Wales, engaging directly with SMEs and expanding our supply chain by over 300 new suppliers.

 

Through targeted engagement, we provide visibility of opportunities and enable local businesses to access major construction projects. This approach strengthens regional supply chains, increases local spend retention, and supports long term economic growth. We proactively engage with suppliers through social media, stakeholder networks and community led initiatives, ensuring inclusive participation across all projects.

STRENGTHENING LOCAL ECONOMIES

Our projects are designed to maximise economic value within the regions we operate. Through strong supply chain engagement and responsible procurement practices, we have delivered over £6M of local economic impact across Wales and achieved local multipliers of up to £2.14. By maintaining over 90% local supply chain spend, we ensure that project value is reinvested into local communities.

 

On projects such as Tŷ’r Groes Community Living, we have demonstrated how large scale developments can drive regional growth by supporting SMEs, creating employment, and strengthening economic resilience.

Responsible Construction & CCS Excellence

We deliver industry leading performance under the Considerate Constructors Scheme (CCS), consistently achieving Performance Level: OUTSTANDING and received multiple national awards. Our approach prioritises community engagement, environmental responsibility and workforce wellbeing.

“Newydd have had a very successful working relationship with Encon in relation to social value activities. They were prompt in their reporting of these, and across the life of the 2 year residential build project were able to achieve a Welsh local multiplier of £2.14 – for every £1 spent £2.14 was reinvested in the Welsh economy.

 

They provided 17 employment and training opportunities, which resulted in 295 training weeks throughout the life of the contract. Additionally, Encon provided STEM activities which supported 150 pupils in local schools in technology, and 48 pupils in engineering. The team were always seeking new ideas on how to engage and deliver their social value commitments, working alongside Newydd every step of the way.”

“Adeel has been really pro-active in engaging with the local schools to deliver site safety talks and to run competitions to deliver site safety posters which have been displayed on the heras fencing at the front of the site. This is a wonderful addition to the site and great for the local community to see.

 

Adeel has also engaged with the local food banks in the Vale to make donations to help people in the local community, as well as engaging with a local repair café to provide a donation to help people in the community benefit from the service. The repair café is of great benefit to the community with the ability to repair broken items rather than the items going to landfill.

 

Adeel is currently in talks with one of the local primary schools to create a mural at the school. This will be a great feature and a great enhancement to the school for the pupils, teachers and visitors to enjoy, with pupils actively involved in its creation.

 

Adeel’s contribution to the project has been great. We have regular meetings to discuss ways to deliver community benefits and how we can enhance the local community beyond the physical construction. I look forward to further engagement as the project progresses."
